Welcome to the Fiscal Support Bureau
General Accounting - Provides Accounts Payable, Accounts Receivable, General Journals, Interunit Journals, fund reconciliation, account research, and accounting policy development to all department divisions and administratively attached entities.
Budget - Prepares and monitors all department budgets in compliance with state laws. The Budget Unit assists the department in the preparation of the biennial budget, assists Divisions in budget management, and is responsible for facilitating legislative and budgetary information between department staff throughout legislative sessions.
Cost Allocation Plan (CAP) - Develops and presents the DLI cost allocation plan annually to the federal cost negotiator for federal approval. The cost allocation plan is a method to fund centralized departmental functions, including accounting, payroll, human resources, some legal, mail, commissioner's office and information technology, by charging the federally approved rate on the remainder of the department's personal service expenditures. The fiscal year 2004 approved rate is 6.5%.
Time Distribution/Allocation of Indirect Costs - An approved allocation method that charges each state and federal program its fair share of department and state indirect costs.
Grants Unit - Report preparation and monitoring of all DLI grants in compliance with state laws and federal grant requirements.
Payroll - Provides central payroll and employee benefit service to approximately 800 departmental employees.
Purchasing - Ensures department staff follow state procurement policy.
Contracts - Monitors balances and ensures proper payment in accordance with contractual terms on most department financial contracts.
Risk Management - Monitors department insurance coverage, and ensures coverage is appropriate for the asset insured.
SABHRS Security - Oversees department staff access rights to SABHRS Human Resource and Financial databases.
Mail and Facilities Maintenance - Hand sorts and distributes more than 1,400,000 pieces of mail annually to five divisions, five administratively attached units, 31 bureaus or units, in eight different locations. Provides facilities maintenance and inspection to the Walt Sullivan Building. Orders and maintains inventory of forms, provides minor carpentry services to department staff, maintains departmental vehicles, operates the department recycling program, and monitors stored department property.
